of Wallasey. A
deeper democracy: challenging market fundamentalism
By Angela Eagle MP. A Catalyst working paper. Drawing on her experiences as a minister in the first two Labour governments, Angela Eagle argues that a permanent social democratic transformation of society will be achieved only through a radical deepening of democracy that engages with the complex and dispersed nature of social power today. Angela has taken up a private members Bill on Equality which went through the House of Lords on 9th April 2003. It would create a Single framework for Equality law in the UK. The Equality Bill, which was sponsored by Lord Lester of Herne Hill, would extend, simplify and consolidate existing protections. It seeks to eliminate discrimination and promote equality between different people regardless of their racial or ethnic origin, religion or belief, gender, marital or family status, sexual orientation, gender reassignment, age or disability. It also contains powers to offer protection against harassment or victimisation and well as direct or indirect discrimination. If enacted, the Bill would be a long overdue modernisation of existing protections.>>MORE |

Our NHS Saving more lives Treating more patients, quicker than ever before. Since 1997 our National Health Service has had a tripling of resources to help it improve the care it gives to all those in need.
Here Angela is visiting the brand new children's A&E which has recently been opened at Arrowe park hospital. It caters specifically for the needs of children and ensures that special attention can be paid to their needs. The local trust hospital funded the unit whilst an extra £200 000 was raised by the jellybean appeal to buy extra child friendly furnishings like the dinosaur bed in the photograph. Overall, the NHS has more staff working in newer state of the art buildings and in new preventative community health care services. Effective techniques for managing chronic illness at home coupled with new day care wards specialising in diagnostics and testing has prevented the need for admissions to hospital In the first place. Extra funding has meant more research into disease and the purchase of cutting edge equipment and facilities. There are many other examples of improvements in local services. Here are just some of them: Clatterbridge oncology centre now has nine Linux scanners which deliver radiotherapy. This has slashed waiting times for treatment in line with the national requirement and ensured that cancer sufferers are receiving much faster treatment. Moreover these new machines have digital technology which can scan and model tumours in 3D and then ensure that radiotherapy is delivered with pinpoint accuracy. The old machines which were inherited in 1997 relied on staff sticking lumps of lead on the laser to direct the therapy! This meant that more healthy tissue was destroyed and worsened the side effects of treatment. It has 20% more staff treating more patients faster than ever before. Some Facts: In the Wirral NHS Trust since 1997 there are: 34 extra consultants 72 extra doctors in training 288 extra nurses 109 extra qualified technicians 4 extra qualified midwives 273 extra nursing assistants 1094 fewer people in are now waiting more than 13 weeks for inpatient treatment at Wirral NHS Hospital Trust than they were in 1997. !,670 fewer people in Wirral as a whole are waiting longer than 13 weeks for treatment. For Wirral Primary Healthcare Trust between 2000 and 2008 there will be an increase in Income of £78, 273 000 For Wirral NHS Hospital Trust between 2004 and 2008 there will be an increase in revenue allocation of £176,000 000 As a result of improvements in treatment and preventative health care, life expectancy in Wirral has risen since 1997 for women by 1.2 years from 79 to 80.2 and for men by 2.4 years from 73.1 to 75.5. Angela used the Ten Minute Rule Parliamentary process to introduce a Bill which would require all public sector authorities to prevent sex discrimination. This public duty to promote equality already applies for race and will soon apply for disability too. Angela said “I thought it was about time to do the same for women and men.” Praising Barbara Castle for pioneering sex discrimination legislation 28 years ago Angela pointed out that the current law only compensates victims after they have suffered illegal discrimination but it has not worked to prevent it happening in the first place. She went on to explain how a positive duty could ensure that all services to the public were much more closely aligned with people’s needs. For the full text of her speech click here. Angela’s Bill was given an unopposed second reading. Labour Party Conference 2004.
